Right to Education Act (25-A) the 18th amendment of the constitution of Pakistan guarantees free and compulsory education for all 5-16 years old as a fundamental right, yet Pakistan has the world's highest number of out of school children with an estimated 22.8 million children aged 5-16 years are not attending school.
